I still haven’t found the rules but did find this:

Like the jump rope used in double dutch this one requires two holders and a jumper.

Unlike the tradional jump rope the rope is not in motion but as the jumper jumps in and out the rope is raised until it is finally touched by the jumper.

Touching the rope causes the jumper to loose their turn.
